ToolTip with canvas for each component having a tip

(Apple bug # 3165087)

Problems: 
  1. ToolTip does not appear when the mouse lingers over the Checkbox, or rarely the ToolTip flickers on and off instead of staying on as it does on other platforms including 1.3.1.    
  2. The Checkbox text is clipped off (rarely).
